Applicant Eligibility

Applicants must be:

  • Children of active duty, retired or qualifying deceased Sailors and Marines
    • Must be under age 23 by September 30 of current academic year
    • Surviving children of Sailors and Marines who passed on active duty or after retirement
  • Spouses of active duty or retired Sailors and Marines who are pursuing their first degree of that type. For example, first associates, first bachelors or first masters degree. Spouses who are pursuing a second degree may apply for an exception policy within the application.
  • Active-duty Marine or Sailor with written orders for enlisted-to-officer MECEP/MECP program are eligible for a loan
  • Sponsors must be either active-duty, retired, or activated reservists during the 2026-27 academic year. If sponsor is separating without retirement, they must be on active duty after September 30, 2026.

Applicants must be pursuing:

  • Career & Technical Education
  • Associates degrees
  • Bachelors degrees
  • Masters degrees (Spouses only)

Accepted Programs

  • Full Time (12 credit hours between August & May)
  • Part-Time (6 credit hours between August & May)
  • Online
  • In Person
